I travelled to Göteborg and Helsinki ( I love North, snow, biaised perception of time, long nights, to drink a pint of beer in a warm pub at night, I've always loved the North ) and I can tell that people are extremely cold ( even if they're friendly ) and drink alcohol because of boring life, you're totally right. So highly living standards, for sure, but a social distress too. But I still love northern countries.
What's interesting is that alcohol consumption in Scandinavian countries might function as a placebo for a boring lifestyle, while it's indisputable that the French drink a lot too, but precisely because they enjoy their lives and alcohol is a good mean to celebrate it.

OK, sure France isn't number one in general, like any country I think. I love and know very well Scandinavian countries, and consider that you can't compare small countries ( 4-5 million inh ) and bigger countries like France or Germany. Yes, high standards in north countries, but the biggest rate of suicides, and high consumption of alcohol because of low and boring cultural life, so...
My sentence was clear: I was talking about the level of civilization, which depends on little things like welfare (excellent in F.), education (still very good), human rights (satisfactory, but I wouldn't like to be a Muslim in F. nowadays), environmental protection (not too bad, except maybe if your ancestors used to live in Mururoa and...), etc. In these fields, I'd say that Scandinavian countries now set the standard. Not that F. isn't good (it's great, actually), but it's not #1 anymore.
Only UK ( banks ) or Germany ( car industry, exports, etc.. ) are more advanced about precise domains, like France is about other ones..

France is the 2nd european economy, one of the three most advanced technology ( biggest european railroad + TGV, world leader of nuclear technology + Areva, biggest world air company Air France, first world tourist destination, 1rst european agriculture power, Airbus, Arianne, Concorde etc.. )
@Gab: it would be interesting to ask Mr Jefferson whether he would affirm the same today. France still represents a good model as a society and as a country, but it's certainly not the most advanced one in EU, as it might have been when Jefferson said what he said. Still FAR more civilized than Italy, though :)
